Because Keiko has such a strong connection to scars on her own, Kiri has a lot more to work with when it comes to working miracles on her ("miracles" being the term for basically any use of Nobilis powers); for starters, she will absolutely be able to sense that there is some kind of connection between herself and Keiko, even if (since she's beginning without her memories of being the Power of Scars) she won't initially understand why. Beyond that, one of her most easily accessed abilities allows her to literally inhabit the scars of others, which means she gets to learn all sorts of personal history stuff at the expense of literally living through the trauma of it (kind of via giant first-person flashback sequence).
